Is your feature request related to a problem? Please describe.

As a Data Scientist,

I want to run an Elyra Pipeline,
with different dependencies for my notebooks.
Hence I would like to use overlays and create images for each step that satisfy each specific notebook requirements

The result should be a demo on Op1st.
