Add Shellphone Ocen and Underworld tp permissions

From testing I think these are:
tshock.tp.magicconch
tshock.tp.demonconch

this is supposed to make it to where it is vanilla...
I dont think they intended this but if you are the super admin try the command
/group addperm
i did not use the server program for a while now... this may not work it may work

Any updates on this? I tried to make a server and there are several items that do not work for teleporting.
