Determine if we can opensource the RHV data

As part of the AI Ops' Operate First initiative, we want to use open source data whenever possible. RHV data has the benefit of labels, which is rare in production data and can make evaluation of different flake detection methods much simpler and straightforward.

Acceptance Criteria:

• Reach out to RHV team and determine if we can use their data in an open source context.
