The listed owners/publishers are all ex basho. Not sure if it may require the current owner to add new publishers or change owners, to allow this.

@lukebakken, sorry to bother, but please could you add me (masleeds) as a publisher to riakc and riak_pb in hex to see if I can update this?

Currently a bit stuck with this, as rebar3 hex is complaining about a previous non-semantic tag - see basho/riak_pb#256
