(enh): rewrite ocf script to use systemd with mariadb

With Mariadbd 10.5, the management of the resource mariadbd need to be improve when using centreon-ha.

Presently the script ocf use mysqld_safe, it would be better if the ocf script use now systemd just like the other resources of the cluster
