Format Date does not appear to give correct results for non-US locales #86

Locale is set as English (AU), but it appears to be interpreted as en-us, so instead of returning 9th November, it returns 11th September.

I have the same problem using Europe/Rome as TimeZone.
If i want to get a correct date i have to use "utc-2" and this is insane !!!
