Hiro Explorer - Allow community members to flag tokens or addresses - display a community note to Hiro Explorer users

Just looked at my address. A lot of useless token airdrops. I can't tell which tokens are legit anymore. I'm searching for explorer community notes or risk flags on tokens or addresses and don't see any.

Describe the solution you'd like
A mechanism to allow Stacks community members to submit scammy tokens and show these community notes on the token on the right side of the explorer and the address page.

Describe alternatives you've considered
Etherscan allow this. Of course, requires people to administer the feature.
