RAR files are unable to be uncompressed

I am unable to install a game via the Itch.io launcher. The game only has a download for windows as a .rar file and I already submitted several bug reports. I have made a test project to see if it is an issue with the game itself, but it would seem that the launcher just cannot decompress .rar files.
