Readers to polish

  • Include all LOCARNO2018 Cardata data
  • Refactor NCAR readers
  • Add Brazil Readers and data
  • GPM IFLOODS: there are small time offsets to add to some stations (see campaign documentation)
  • SPAIN/SBEGUERIA: check whether there are raw_drop* fields and update the reader
