How to use/process a video loaded through input_file?

I want to be able to display a video that is loaded through an input_file ui object. I have tried using libraries such as opencv-python or pyav to load the generated temp file and access specific frames for display, however I always run into the error below:

PermissionError: [WinError 32] The process cannot access the file because it is being used by another process:

Is there any other way to access the loaded temp video file? I understand this is in general a security feature but it seems like I can't do anything with an uploaded video. This doesn't seem to be a problem for loading/accessing csv files.
