We can reduce the size of the builder ACI by removing unnecessary things.

• Unused locales
• docs/man pages
• /var/lib/apt
• perl (cc @krnowak)

What about perl? I don't know if it can be removed - running autogen requires it (autoreconf).

So, experimented with it a bit. If you really feel so inclined to remove perl, then replace autoreconf --install --warnings=all --force with autoconf --force --warnings=all.

The only other place when I saw perl was tests/aws.sh, but that's @alban's fault. :)
