This PR fixes an issue in BlockSpaceManagerV1.get_common_computed_block_ids where the function does not properly handle empty ids_list before calling commonprefix.

This change adds a check to ensure that ids_list is not empty before calling commonprefix, and returns an empty list [] if ids_list contains only empty elements.
