Tag to support semantic versioning, specifically for the Riak KV 3.0.4 release.
This is compliant with semantic versioning from a formatting perspective, but not from the perspective of riak_pb in isolation - it says nothing about backwards compatibility or otherwise of riak_pb changes.
However, there is no expectation of riak_pb being of use outside of Riak KV, and so consistency between tag names when they are specifically being tagged for inclusion in Riak KV is targeted. This will hopefully reduce the chances of tagging errors when releasing Riak.
